European Organisations demand EU to non-recognition of elections in Honduras

Brussels, 4 December. The European platforms of civil society APRODEV, CIFCA, FIDH and Grupo Sur, last night sent a message of urgency to the European Commission and EU Council in response to the Swedish Presidency statement on 1 December on the situation in Honduras after the elections on 29 November and for the next session of the General Affairs and External Relations (GAERC) on December 8.

Platforms stressed that there were no minimum conditions for carrying out democratic elections free, fair and transparent on November 29 in Honduras. The elections were conducted under a de facto regime installed by a coup on 28 June 2009, in a context fraught with serious and systematic violations of human rights organizations and institutions documented by international human rights.

In the letter to the European Council requests:

· Reject and not recognize the elections held in Honduras on 29 November.

• Maintain the suspension of development cooperation with the State of Honduras and expanding direct cooperation with civil society, including organizations working with issues of governance and human rights

· Recommend to EU member states to maintain and broaden restrictions on entry into the European de facto government representatives.

· Suspend or continue the suspension of any technical or other support to the Honduran army or police.

• Maintain vigilance on the human rights situation, particularly in relation to the right to peaceful demonstration and freedom of the press.

• Maintain the suspension of negotiations of the Association Agreement with Central America until the constitutional order is restored.

. Condition any restoration of relations with Honduras:

or implementing a comprehensive and inclusive national dialogue to establish clear and verifiable arrangements for the restoration of democracy.

or establishing a new social and political pact for the reconstruction of the country's institutional structures.
