Roberto Micheletti: Defender of the Constitution?
ASJ, The Revistazo, October 7, 2009 |
Micheletti has worked tirelessly, trying to convince the people of Honduras and the international community that he is a defender of the Constitution, a hero of the fatherland. But a look at his past reveals that in his 30 years as deputy has done little to defend the constitution, the poor and the common good. Her story is not so heroic, he drove million in grants without adequate transparency, was accused of corruption and he tried to manipulate the Constitution. Although now they seem enemies, not long before the coup, Micheletti was one of the closest political allies of Mel Zelaya, to support him in his quest for power. In fact, Zelaya had not reached the point of trying to convene a Constituent Assembly if it were not for Micheletti, because under his leadership, Congress ratified the Bolivarian Alternative for the Americas-ALBA-buying oil from Venezuela and Participation Law Citizen. Zelaya Relations In the internal elections of 2004, Roberto Micheletti was coordinator of the campaign of Manuel Zelaya, and in return, Mel supported him for becoming president of the National Congress. Today the two characters find themselves immersed in an apparent "feud," whose real background appears to be unknown or forgotten. It was the Congress of Micheletti which approved the purchase of subsidized oil from Venezuela, Chavez's growing influence in Honduras and creating a large fund to use undefined. In his campaign, Manuel Zelaya promised it would lower the price of fuel, improvised his first attempt did not bear fruit when he realized that the government had to save the millions of gallons you bought. Then Hugo Chávez, Venezuela's president, extended an invitation to join NATO PetroCaribe. As a member of the alliance, Honduras would pay 60 percent of the market price in cash and another 40 percent would pay in 25 years with interest at 1 percent, the 40% supposed to be invested in social programs, but was not regulated at the time of approval, although several MPs who denounced in the press, then, that fund at the end it became aprivate fund to the president for discretionary uses, like the draft of the Fourth Urn. Micheletti as president of Congress, facilitated the rapprochement between Chavez, Zelaya and Honduras in general and despite the lack of control over funds PetroCaribe, Congress approved it. Congress approves accession of Honduras to ALBA In 2008 Zelaya began promoting the idea of including Honduras in the Bolivarian Alternative for the Americas, ALBA. At first, Roberto Micheletti said that the Congress would not ratify the executive decree, but a few weeks after Congress approved it Micheletti, with the absence of 18 Members of the National party and with the strong rumors that in exchange for such approval Micheletti Zelaya would support in internal elections and that money would finance the campaign of ALBA. So he walked Zelaya and Micheletti campaign together again, this time for Micheletti Zelaya. Together they tried to stop the candidacy of Elvin Santos. According to a recent constitutional change, Micheletti had to resign as president of Congress to be a presidential candidate this to prevent use his position and resources to support their campaign, to all appearances, very healthy constitutional change. But Micheletti persuaded the Supreme Court overturned the changes, leaving the way open for Congress to become president and presidential candidate. But on the other hand, Micheletti Santos argued that it was disabled because as vice president had taken office as President Zelaya was out of the country. At the end of a series of maneuvers, Santos won the primary by an overwhelming number of votes. So in this type of act is regarded Micheletti has the respect for the Constitution of the Republic. Grants and laws to benefit the Members Micheletti drove million Lempiras without transparency or accountability. As a Member, Micheletti handled 150 million ($ 7.9 million) of subsidies. He who decided how much to allocate to each deputy subisidios concept, money that is supposedly for the benefit of communities. However, the report 2008 Legislative Balance of CIPRODEH Micheletti eliminated subsidies of the 20 Liberal MPs who supported the candidacy of Elvin Santos. Also, the department of Yoro, (origin of Micheletti) was the second to get the most money in grants, although this population did not even though its population has the second highest number of inhabitants. In 2008, the year of Primary Micheletti subsidies distributed in 95 social projects in relation to 7 projects in 2007 and 15 in 2006. But despite these investments in social projects, people showed their hatred for this figure because Micheletti lost the business in its own department with a lousy percentage of votes. These are public funds, are taxes paid by citizens, are loans that have to pay later, but there is no transparency in their deputies expenses-only sign a receipt but do not have to submit invoices for purchases, or reports of what that has been built, nor is auditing the projects. Micheletti supported laws for the benefit of Members Micheletti Congress has seized on a law which exempts the deputies to the introduction of vehicles, sound equipment for advertising, computer equipment and other machinery or equipment needed for the political party, without the value of taxes exceed the two million Lempiras. Members have abused this law, importing cars like Hummers, Porsches and a Mazeratti with the value of L.1.8 million ($ 95.000). It has resulted in the loss of L. 323 million ($ 1.7 million) in taxes without having any benefit for the people. Micheletti said hewould investigate the abuse of this law, but they were only words, never fulfilled the contrary, he argued.Roberto Micheletti and ignorance of civil society With 30 years as a deputy and senior Micheletti has ignored civil society. In the case of the hunger strike of the prosecutors, and several laws that need reform he has turned his back to the people. Micheletti ignored the hunger strike by prosecutors In 2008 there was a hunger strike of 10 prosecutors seeking to clarify 23 cases for corruption cases were filed in the Office, allegedly to protect the perpetrators of such acts, most of them are entrepreneurs recognized in Honduras. The strike was supported by many Hondurans, including Pastor Evelio Reyes, who accused the final Micheletti of arrogance and avoid transparency and accountability, despite this promise in his inaugural speech as President of Congress that would combat corruption and bring transparency to government, but wasted his opportunity to do justice in the prosecution. Micheletti never reformed the Mining Law The mining law was passed after Hurricane Mitch with intent to promote foreign investment to create jobs, but the law gives many benefits to companies at the expense of the environment and people living around the mines. Civil society, including Cardinal Oscar Rodriguez, has clamored for a reform of this law, and during the administration of Roberto Micheletti, the law was submitted for discussion, revision and approved several items. But according to a Democratic Unification Party deputy, Thomas Andino, the law was never reformed because money from mining companies financed the campaign Micheletti. "The Defender of the Constitution? Micheletti managed his own campaign to change the stone articles. Today Roberto Micheletti Manuel Zelaya contends that betrayed the country in search of a Constituent Assembly. But in 1985 Micheletti did the same, he "betrayed the nation" when he triedto change the stone articles of the Constitution to let the then President, Roberto Suazo Cordova extend his term.It is unconstitutional to expel a Honduran in his country, but defends Micheletti. As President Zelaya was expelled, and Roberto Micheletti defends these actions, and so far he has not suffered any consequences for this provision. According to his opinion, Micheletti must have been expelled, or at least removed from his post as deputy. In a final assault on the Constitution, Micheletti suspended constitutional liberties to silence those who were against it. On Sunday night September 27, Roberto Micheletti announced the suspension of five constitutional guarantees, among them are: freedom of expression, freedom of movement and freedom of assembly. In the morning, soldiers entered the premises of Radio Globo and Channel 36 to cancel their emissions. The same day Congress rejected the decree and requested its annulment, but Micheletti refused their calls. This act is the mark of a dictatorship that tramples the Constitution and the people. Today there are a lot of "white" march in favor of this "defender of democracy," whose stock-use of public money for their own interests, flexibility with the Constitution, ignorance of civil society to show that he does not care about the poor and democracy. Valid wonder if it really is worth supporting the actions of Roberto Micheletti. http://www.revistazo.biz/cms/index.php?option=com_content&view=article&id=566:roberto-micheletti-idefensor-de-la-constitucion&catid=19:proyectos&Itemid=19 |
