Beobachter sprechen[1] von "beeindruckenden Truppenbewegungen".In dem Verwaltungsbezirk Colón setzen sich tausende Familien landloser Bauern mit Bestzungen für eine Bodenreform ein. Eine Eskalation des Streits könnte auch die ohnehin angespannte innenpolitische Lage nach dem Staatsstreich (Präsident in Honduras durch Militärputsch gestürzt[2]) gegen die letzte demokratisch gewählte Regierung unter Führung des liberalen Politikers Manuel Zelaya Ende Juni vergangenen Jahres wieder anheizen. Medienberichten zufolge wurden am Wochenende 2.500 bewaffnete Kräfte in die Region entsandt, in der seit Anfang des Monats bereits zwei Aktivisten der Bewegung landloser Bauern ermordet[3]wurden. Joya kommandierte in den 1980er Jahren die Todesschwadron 3-16, die für zahlreiche Morde verantwortlich gemacht wird. Unter Diktator Roberto Micheletti kam er aus dem Exil nach Honduras zurück. Lokale Beobachter zeigen sich äußerst besorgt von den jüngsten Entwicklungen. Die Menschenrechtsorganisation COFADEH warnte[9] am Freitag vor einer groß angelegten Offensive gegen die Landlosenbewegung. Kurz zuvor hatte der international nur von wenigen Staaten anerkannt De-facto-Präsident Porfirio Lobo in einer von staatlichen und privaten Radio- und Fernsehsendern zwangsweise übertragen Ansprache vor Waffenschmuggel gewarnt. Die Organisation COFADEH[10] und die Menschenrechtsorganisation FIAN Honduras[11] äußerten sich besorgt über die "erstaunliche Erklärung". Die Stellungnahme über angeblichen Waffenschmuggel "ist tatsächlich eine Beschuldigung sozialer und politischer Bewegungen, die sich gegen eine Kriminalisierung der Konflikte in Honduras wenden". Diese Linie werde vom Sicherheitsministerium und der Armee diktiert "und belegt die Schwäche der Zivilregierung an der Staatsspitze".
