Children and Youth: responsible for the crime rate in Honduras?
That's what is believed in the National Congress. Therefore, it was requested to widen 8-15 years the time of internment for juvenile offenders in detention centers in subhuman conditions, which instead of rehabilitating children and young people, they become more perverted.
It was the nationalist deputy, Rolando Dubón Bueso, who requested that measure through a draft decree presented to the plenary session of the Legislature.
The congressman believes that the request will counteract the continuing crimes that are committed in the country.
The draft decree, by which articles 198 and 204 of the Code of Childhood and Adolescence are amended, also provides that actions against child offenders expire in 10 years.
However, Dubón Bueso's proposal, doesn't present any clear rationale on how this provision would help to reduce high crime rates.
A measure that will bring unnecessary complications!
"It is an old suggestion of this man and others who have never been able to prove with any diagnosis, the reasons to believe that extreme. They'd have to prove that children under 18 are the main cause of crime ", disputes against the bill introduced, the former deputy alternate for the Democratic Unification Party and a child rights defender, Tomas Andino.
Andino considered the proposal a futile measure. "It's going to cause complications, because they will put boys in the detention center who are going to congestion it. . What should be attacked is high crime, debug the police, make repression against those who commit white collar crimes. These are the real root causes of crime, not to attack children and adolescents," he said.
Andino goes back to the presentation of the draft, the absence in the country, of true juvenile detention centers, which provide rehabilitation and social reintegration of juvenile offenders.
The Honduran Institute for Children and Families-IHNFA-is the entity of the state, policymakers in both sectors. However, it is an institution that allocates three quarters of its budget in salaries and wages.
It manages open, semi-closed, and closed centers, such as Renacer, where young offenders are detained. However, it has endemic problems among stunted budgets which are barely enough to feed its tenants.

"It's absurd, I do not think anything is resolved, it is a kind of distraction to divert the attention of agents which actually hold the real crime rates," Andino said at the end of the interview.
