. Angel Manuel Sorto reached the offices of the Committee of Relatives of Detained and Disappeared in Honduras (COFADEH) to complain that police officers who were driving a motorcycle fired shots into the air, seriously injuring his youngest child, Angel David Osorto of 13.
The incident occurred on Tuesday 22 September about 9:00 pm when Angel Manuel Sorto, accompanied by his sons Victor Manuel Sorto (16) and Angel David Sort (13), were going to walk to his home in the Colonia 23 de Junio Comayaguela.

  "On the way we met two policemen who were driving a motorcycle, came from Ciudad Lempira and were making shots, so one of them was to impact on the humanity of my youngest son David Osorto Angel," the complainant .

He said the bullet he brought his son on the left side of the back and with the help of some neighbors took him to the Hospital Escuela, where he has been hospitalized since that day in a delicate state of health.

According to medical opinion the child has a gunshot wound in the left lumbar region and four holes in the transverse colon.

 " my wife Nelly commented representatives of the Office of Children  have arrived , trying to make her responsible for what happened to the child, because he was on the street at that hour of the night. They have said they  are going to take away  the children from us, instead of looking for the real perpetrators of this despicable act, for my sons went with his father when the event occurred, "said Angel Manuel Sorto distressed.
  Angel Manuel Sorto and his wife Nelly have four children: Victor Manuel (16), Nelly Johana (11), Angel Daniel (2) and the teenager who was seriously injured, Angel David Osorto.

  These unfortunate events are happening at a time when police and the army has carried out a brutal crackdown on demonstrators in the streets demanding the return to constitutional order.
 
 Lives like those of Angel David are at the mercy of irresponsible police bullets that use their firearms to intimidate, harass and persecute indiscriminately at the unarmed population.

  On September 26 came into effect Executive Decree PCM-016-2009 to the de facto government for 45 days suspended constitutional guarantees of the Honduran people.

 "And I hope if it's interim, that it is very very interim, as interim  as possible, this is a government that is governing with the opposition of the international community," he said.  De facto President Roberto Micheletti called on Brazil to 10 days to define what status stayed at the embassy in Tegucigalpa to the deposed president Manuel Zelaya.
 Asked about the site, Garcia said "we will not bow to pressure arrogant illegitimate government."

I, Juan Angel Almendarez Bonilla, Honduran doctor, member of the Medical Association of Honduras, registration number No 430, Executive Director of the Center for Prevention, Treatment and Rehabilitation of Torture Victims and their Families (CPTRT) duly authorized by the person concerned and their families, am bound for ethical reasons and respect for human rights to submit the following testimony to both national and international human rights organizations and world public opinion, regarding the violence and torture of the subject Agustina Flores Lopez, a teacher of fifty years specialising in Educational Management.

On 24 September at 6:30 pm, I was called by Berta Cáceres, leader of the Lenca indigenous organization COPINH, sister of Agustina and the President of COFADEH, Berta Oliva, to urgently assess the condition of health of Agustina, who is incarcerated at the Criminal Investigation Directorate (DGIC) in Comayagüela.

We visited with the team and Berta Cáceres of COFADEH at the DGIC on 24 September 2009 at 7 PM ET close to the hour of curfew. The authorities in control at that time allowed us to speak with and review the teacher.

By her own account Agustina Flores Lopez was taken prisoner by eight policewomen on Tuesday 22 September between 6.00 and 6:30 am, while walking in the area near the Brazilian Embassy in Tegucigalpa.

"While one twisted my arms behind my back the other hit me on the face, squeezed my neck and assaulted me—I had already been handcuffed-- and I recognised one of them with the surname Garcia. During the beating they shouted at me" YOU ARE THE DOGS OF RESISTANCE, ITS GOOD THAT YOU SHOULD BE FUCKED UP".

"First, they took me to Manchen and the patrol was carrying six members of the resistance who had been beaten up. Then I was taken to the Chochi Sosa Stadium where at first there were 11 detainees; but later I managed to see about thirty members of the resistance who had been beaten and wounded.

"Then I was moved on to the CORE VII detention center. They took my cell phone and to date it has not been returned."

A clinical description of Agustina shows the following features:
Profound sadness, facial deformities and pain afflicting various parts of the body: face, neck, back, arms and legs by the multiple traumas caused by police. Occasional dizziness and vertigo with frequent loss of balance. Does not remember whether she lost consciousness; sometimes are confused and sleepy.

Has a history of suffering Primary Sjogren's syndrome, with dryness of ocular and oral mucous membranes and autoimmune problems that make her susceptible to severe infections, especially under extremely unsanitary conditions in prisons. She is under treatment for hypothyroidism, with two hundred micrograms of levothyroxine. During her capture the taking of levothyroxine tablets was suspended, putting her life in extreme danger. This medication should be adjusted periodically under strict medical supervision because of the extreme stress and the physical and psychological torture under which teacher López Flores has been under.

Another of her major problems is hypertension. At the time of examination she had a reading of 220/100 mmHg, which exceeds the value for predisposition to cerebral vascular haemorrhage, due to the traumatic situation in which she lives deprived of liberty.

Among other findings:

Bruises from blows, with bruises below her lower lip and right labial region with inflammatory edema of the right half of lower lip, contusion area on the labial mucosa on the same side and right molar area ecchymosis of approximately 4 cm in an almost rectangular form.

Pain in the antero lateral left neck with blunt injuries and severe pain and spasms of the sternocleidomastoid muscle. Neck movements associated with paresthesia (tingling) in both bilateral upper limbs.

Severe pain that follows the anterior and lateral thigh.

Severe pain in the shoulder region, upper trapezius area and the back lumbar region of the spine and pain adjacent to both sides of the traumatic spinal injuries she received during capture.

Blunt injuries and muscular aches on the internal lateral left forearm.

Multiple injuries in blunt multiple trauma axillary, anterior right inner arm.

Bruises on the left elbow region and posterior aspect of left arm and ecchymotic circular lesions in the lower third of the inside of her left arm.

Based on the above I consider that Agustina Flores Lopez has high risk to her health as result of her imprisonment and should be transferred immediately to a hospital and placed under medical supervision for physical and psychological politraumatizatión; to be evaluated by specialists in Neurology, Endocrinology, Cardiology, Rehabilitation and Physical Therapy, and provided counselling and under other conditions by trained personnel in torture CPTRT. In a beautiful gesture Agustina told me that one of her major concerns is not fulfilling her duties as a tutor to my grandchildren. Her eyes filled with tears when she stated that one of the most horrible experiences in her life has been to share the suffering and inhuman and degrading treatment suffered by detainees in Honduras

Based on the above we demand the immediate release of Agustina Flores Lopez; in addition to which, we have a moral obligation to demand freedom for each and all political prisoners in Honduras following the military coup.

According to information provided by the Association for Freedom of Political Prisoners most of these people are deprived of their liberty in the "Marco Aurelio Soto" National Penitentiary and accused of crimes and sedition:

Honduras: Kidnapped and tortured editor of The Liberator


 While preparing to cover the closure and militarization of Radio Globo and Channel 36 on orders of de facto government, the graphical editor of the newspaper The Liberator, Delmer Membreño was kidnapped and tortured by four masked men.

 The criminal action was staged on the steps leading to the barrio La Hoya in the heart of the city, when a drive red pick up 2 guys got out plainclothes "hoodies" and captured a photojournalist and editor of the journal .

 Delmer told to defensoresenlinea.com, now early Monday morning ahe rrived and prepared the paper for coverage related to the closure and militarization of Radio Globo and Channel 36.

 "I left the newspaper as at 9:30 am, went to take a taxi to Radio Globo and down the stairs near the Hoya, and suddenly  a pickup double cab parked,  two men in balaclavas and armed  with pistols in hand  forced me into the back of the cab, "he said in his first statements.

Membreño added, "then they handcuffed me, put me a ski mask and so far no idea where I was, we traveled about an hour, then I felt the car slowed and entered a dirt road, stopping the car and one of them said to another, that he removed my mask because he wanted to see my eyes when he kills me ".

 "They put the gun in my forehead and one of them said no, don't, you better wait, that would be the best to  to alert the editor of The Liberator, he was going to run with a worse fate," said the editor.

During the next few minutes Delmer was the victim of punches, "They set their feet on the right side of my head and began burning my face with cigarettes , I got burned three times, ton he arm in three occasions, twice in the chest and then they made me get up, again placed the hood and I jumped on the bandwagon ".

Delmer Membreño was later abandoned and set barefoot on the mile 34 on the road from Tegucigalpa to Olancho, east of the country.

 The photo editor was stripped of his camera and when asked about his experience, said he "felt very afraid, fear, terror, I felt like dying."

 Regarding the current situation being experienced by the country where the population is in a state of helplessness by the suspension of constitutional guarantees, Delmer said "is the fear of the dictatorship  to fall, who is falling, these are handfuls of drowning, because they can no longer withstand the pressure they are getting, and the only chance they have is to repress the people. "

 The Liberator is a monthly publication and its information policy includes combating corruption and monitoring of funds of state institutions.  Since the coup d'état against President Manuel Zelaya Rosales, the Liberator has claimed countless human rights violations carried out by the de facto government.

After meeting with His Excellency Mr. Arístides Mejía, the constitutional Vice President of Honduras on 24 September 2009, and on 28 September with His Excellency Mr. Jorge Arturo Reina Idiáquez, Ambassador Extraordinary and Plenipotentiary, Permanent Representative of Honduras to the United Nations, the President of the United Nations General Assembly, His Excellency Dr Ali Abdussalam Treki, issued the following statement:
  • The President of the General Assembly recalls General Assembly Resolution 63/301 which, inter alia, “Decides to call firmly and unequivocally upon States to   recognize no Government other than that of the Constitutional President, Mr. José Manuel Zelaya Rosales;” and “Expresses its firm support for the regional efforts being undertaken pursuant to Chapter VIII of the Charter of the United Nations to resolve the political crisis in Honduras”; the President of the General Assembly expresses concern over the current situation in Honduras, including the situation of the Embassy of Brazil in Tegucigalpa;
  • The President of the General calls for the restoration of the constitutional order in Honduras and the return of President Zelaya to power;
  • The President of the General Assembly urges the de facto government in Honduras to respect the inviolability of the Embassy of Brazil in Tegucigalpa according to International Law, in particular the Vienna Convention on diplomatic relations, and that the safety of all individuals in its premises be safeguarded;
  • The President of the General Assembly joins United Nations Secretary-General H.E. Mr. Ban Ki-moon in calling for an agreement and urges all political actors to redouble efforts to find common ground through peaceful dialogue.

 Channel 36 workers have been persecuted since Micheletti took power 



The director of Channel 36 in Honduras, Esdras Amado Lopez, said Monday that since Roberto Micheletti took power by force after the coup of June 28, workers at this plant television have been subjected to harassment and persecution because it has been one of the media reporting the reality of the Honduran people.

"Since Micheletti took government by force in Honduras  they have dropped bombs on our building of transmission, has attacked our transmitters with highly destructive chemical . He wanted to economically strangle us ordering the coup businessmen to stop sponsoring our programs and also by interfering in our satellite signal for more than three weeks, "Lopez said during an exclusive interview with Telesur.

 He said the Honduran people are experiencing a never before seen repression in Latin America "savage repression, from savages."

He explained that on completion of decommissioning of Channel 36, his team has no choice but to no longer inform and said they hope that through the dialogue initiated on Monday, the situation may be "normalized" although, according to Lopez, Honduras "today says one thing and tomorrow another. "

 He hoped that the dialogue is sincere and that it is not influenced by the mood of the de facto ruler.  "If he wakes up (Roberto Micheletti) with the right foot and remember sto wear the ring, maybe tomorrow he can follow (the dialogue), and Honduras may again resume the path towards the restoration of democratic order in the country" said the director of Channel 36 from Honduras.

 Esdras Amado Lopez indicated that independent media in Honduras expect to have the support of international channels such as teleSUR to continue reporting the reality for the Central American country said it would seek an alternative method meant  a threat to the  coup plotters of the country.

 "The insurgents know they tremble when Channel 36 and Radio Globo will seek alternative means. At present the only legal way we have to convey our ideas and thoughts are independent channels (teleSUR) that opened the world what really has been occurring in Honduras, something for which we are  eternally grateful, "said Lopez.

. On the repression  suffered  by journalists from various countries in Tegucigalpa, Lopez said they had reports that show the torture suffered by victims who have been national and international colleagues with cigarette burns on the body and  whose vehicles, cameras, and work, have been confiscated, and have been beaten during the early hours of Monday when the raid was carried out closing some media.

  In the interview, Lopez was asked about the upcoming elections to be held in November and said that these elections will not solve the problem in the country since the coup.  "The election will not raise the dead, the election will not restore human rights violated hundreds, thousands of Hondurans in the country", he said the manager.

  Last Sunday, the de facto government of Honduras announced the suspension of constitutional guarantees for 45 days by a decree issued by the official Gazette. The measure was announced as the director of Channel 36 from Honduras, Ezra AmadoLópez, charged that the measure "seeks to restrict press freedom, especially on channel 36".

  On Monday morning  , military forces commanded by the Honduran de facto government took headquarters of Radio Globo and Channel 36 in Tegucigalpa to prevent its transmission, following publication of the decree of suspension of constitutional guarantees.

  The incident occurred just the day that marks three months of the coup against Manuel Zelaya on 28 June.

Washington, Sep 29 (EFE) .- The Inter-American Commission on Human Rights (IACHR) today condemned the suspension in Honduras several guarantees recognized in the American Convention on Human Rights of the OAS, because it violates international law.
The IACHR condemns the suspension of guarantees in Honduras 

  The de facto government of Honduras ordered through an executive decree issued last Saturday, the 45-day suspension of constitutional guarantees relating to personal liberty, freedom of association and assembly, the right of movement and freedom of expression, among other restrictions .
  In this context, the Inter-American Commission on Human Rights (IACHR) has expressed its "profound" concern about this decree, whose provisions restrict fundamental human rights in an "arbitrary" contain "vague standards" that provide "absolute discretion to authority" and especially to Army forces and police, stressed the regional body.
The decree states that the armed forces are involved in operations "to maintain order and security of the republic of Honduras and to rid their audiovisual media, said the IACHR.
  Throughout this measure, the de facto president of Honduras, Roberto Micheletti, also prohibits unauthorized public meeting by police or military authorities, restricting the free movement to indicate that the authorities will announce the duration of curfews and territorial space which apply, and orders the arrest of any person who assigns the schedule.
The IACHR stressed that the suspension of fundamental constitutional guarantees Honduras violates international law because "it was adopted to support the illegal government" arisen from the "breakdown of democratic institutions" which took place on June 28 with the stroke of State that ousted Manuel Zelaya.
The Committee recalls that the suspension of guarantees are provided for in Article 27 of the Convention as a unique mechanism in the event of war, public danger or other emergency that threatens the independence or security of the State Party. "
However, the IACHR argues, a measure of this scope is legitimate, it requires compliance with a number of requirements set forth in the Convention, such that the suspension should be taken by a government which exercises governmental authority is legitimately within the context of a democratic society.
  Also, he adds, American Court of Human Rights (IACHR) has made clear that the suspension of guarantees "which lacks all legitimacy when used to attack the democratic system, which has insurmountable limits as to the continued validity of certain basic rights of the person. "
